学校发生了比较严重的聚集性疫情。

可见，即便绝大部分学生在学校不外出也不一定就能杜绝感染风险，毕竟总有进出的人员。

如果学校所在的地区（城市）有新增病例出现，还是要严格开展各种防控措施，而且不能只是针对学生，相关人员进出学校也要有全面的防疫策略，比如说提供48小时内核酸阴性证明、没有相关接触史才可以进入学校。
