The decision to ‘give up’ Hong Kong was always a difficult one for the British government, who are somewhat trapped against a colonial past of empire, and a desire to be seen as moral. Of course, being seen as moral does not necessarily mean being moral. I suspect that the UK government and the UK people at some level regretted giving up Hong Kong and still do today. Before the transfer to China, there was much propaganda in the UK screaming how terrible the hand over would be, often painted as though there would be a war. I think at present people and government lament the loss of Hong Kong, as they can romanticise a past, where the UK ruled over so many. But today, after the loss of empire, the UK looks back wistfully, when it should look forward to what might be achieved.
